Vulnerability Rooted in Colonialism

The town of Pajaro began as displacement into the Pajaro River Floodplain of a predominately Chinese community in the 1800s. This historical ecology examines the roots of flood risk currently experienced by the Pajaro community. Current risk is traced back to the long history of discrimination at the nexus of land ownership, inadequate levee designs, agricultural production priorities, migrant farmer working conditions, and the need for a multi-hazard approach.
